One would think that such a bill would be rendered unconstitutional by the 10th amendment (at the very least). <br /><br />Without knowing the history of the bill, nor its author, I don't know if the intent was sinister or not. As for members of Congress being unfazed by the bill, I'm inclined to think that most of them were clueless as notaries have no legal authority and thus appear innocuous to them.
